Appointing a Mohel if the father knows how to circumcise:[1]
Some Poskim[1] rule that if the father knows how to do a circumcision and is able to do so, then he must personally circumcise his son and is not allowed to delegate the Mitzvah to another Mohel. However, most Poskim[2] rule that he may choose to delegate the Mitzvah to another Mohel even in such a case that he is able to do the circumcision himself. According to all opinions, one may hire a more expertise Mohel rather than do so himself.[3]
