While the rebbe recognized the practice to do so, he voiced opposition to it, being that it contradicts the theme of modesty of a Jewish girl which needs to be guarded to the highest level prior to marriage. Practically, the Rebbe himself concludes that forbidding such a thing would be a decree that the congregation cannot uphold. Therefore for practical application while girls should be encouraged as much as possible to get married prior to entering the workforce due to the quite common challenges that she will face which can demote and degrade her level of spirituality and religious observance. Nonetheless, doing so is not forbidden, and one likewise cannot say that the rebbe gave a public directive not to do so and it all depends on the factors on the ground.
