A rabbi told me that we should read Megillah yesterday in Tzefas because it is a questionable city. Is this correct?

No. You were given inaccurate information and the Rabbi errored in his ruling, as by a Purim Meshulash, even in Jerusalem, it is not read on Sunday, and hence how can a questionable city be required to read it on Sunday. It is explicitly recorded in the Talmud and Poskim that in such years it is only read on Friday and it is based on a verse in the Megillah that we do not read it on Sunday even in Jerusalem.
