What does Hashem desire? The heart of the Jew or his actions?

Better that we do Mitzvos than serve Hashem:[1]

The Jerusalem Talmud[2] states “Better that they left me but guarded my Torah.” This means to say as follows: It is possible for one to feel closeness to Hashem in his heart, and pray to him and have a genuine close relationship with Him. Nevertheless, it is possible at the same time for the person to remain non-observant in Hashem’s commands, similar to a robber crying to G-d for help during his robbery. On this Chazal state that Hashem would rather that one forget Him but keep His Torah than remember Him but forget His commands.
