May one who is on a boat or plane recite the blessing of Roka Haaretz al Hamayim? [1]
The blessing may only be recited after dawn.[2]

[2] Based on our custom to always recite the morning blessings one who is on a boat [or an airplane] may say the blessing after dawn. However before dawn he may not say the blessing as he has not walked on the ground, and thus has not received its corresponding pleasure. [ibid]
